Lieutenant-General Stephen Kelsey assumes the role of Vice Chief of the Defence Staff

Lieutenant-General (LGen) Stephen Kelsey assumed the responsibilities of Vice Chief of the Defence Staff (VCDS) during a change of command ceremony which took place at National Defence Headquarters Carling today.
